    Director Flight Standards

    The Flight Standards performs the task of maintaining regular surveillance of the operational aspects of all Air Transport Operators in order to ensure safe and efficient commercial air transport services in the country. This surveillance covers not only airlines operating scheduled services but also non-scheduled operators (Charter and Aerial Work) and includes both fixed wing aircraft and helicopters. The Directorate is responsible to carry out Surveillance Inspection of the system and Certification Checks of aircrew as a part of its regular inspection programme. The personnel of Flight Standards Directorate are responsible for carrying out all of the Safety Oversight Responsibilities assigned by the Convention on International Civil Aviation and its annexes. 

    In order to accomplish these tasks, qualified Flight Operations Inspectors are appointed to the CAA against established posts to conduct Surveillance/Inspection/Checks as per the policies laid down by the Director General CAA.

    DIRECTOR FLIGHT STANDARDS

    Director of Flight Standards is responsible:

    • To ensure that the Flight Standards Directorate is organised, staffed and equipped to perform its functions as required by the Civil Aviation Rules and the Director General CAA.

    • To amend to the administration of the Flight Operations Inspectors in order to ensure their smooth and efficient functioning

    • To programme the operation of the Flight Inspection as per the guide lines laid down in the manual

    • To supervise the activities of the Flight Operations Inspectors.

    • To liaise with the operators to ensure smooth and efficient execution of the inspection programmes

    • To ensure that the activities of the inspections conform to rules and regulations laid down for the conduct of inspections.

    • To participate in the inspection(s) as and when possible

    • To ensure that documents and records are maintained.

    • To submit periodic and other analytic reports to the Director General CAA, of the results of the inspections.

    • To ensure that the Flight Operations Inspectors maintain the currency of their licences and carry out refresher training regularly.

    • To liaise with the other Directorates of the CAA and provide them with specialised advice on all operational manners. The expertise of the Flight Operations Inspectors is to be used liberally for this

    • To advise the DGCA on all operational matters relevant to air safety and help in investigation of accidents/incidents involving aircraft.

    • To organise regular meetings to ensure continuous interaction with the operators and other departments.

    • To approve the movements of Flight Operations Inspectors both for duty and leave.  

    • To keep the Director General CAA informed of all important activities of Flight Standard Directorate.  

    • To ensure that the objectives of the Flight Operations Inspectors are met and that the system of inspection is optimised and institutionalised. Updating of the system to meet the changing situations is an imperative that must be pursued.

    FLIGHT INSPECTOR

    The duties and responsibilities of Flight Operations Inspectors are laid down in the Operations Manual for Flight Operations Inspectors, Volume I, II and III and are divided into Surveillance and Operational Inspections that could lead to Certification of an Operator and the issue of an Air Operator Certificate by the Director General CAA. These inspections cover both ground and in-flight inspections. The in-flight inspections cover checks from the observer's seat as laid down in Volume I and II.

    Flight Operations Inspectors are to ensure that:

    • Proper analytical reports are submitted promptly to Standards Division on their inspections.

    • Flying and surveillance programmes are submitted about 10 days in advance of each month.

    • Monthly reports are submitted by the 10th of each month.

    • For important occurrences requiring immediate action, a report is submitted immediately.

    • Reports on initial flight trials, such as proving or inaugural flights of operators and comments on Weather Minima are given promptly.

    • Tasks assigned by other Flight Standards Directorate are responded to promptly. Reports may be submitted through the Chief of Flight Standards Division.

    • All orders/notices/circulars issued by the Chief Flight Standards are adhered to and responded to promptly where necessary.

    • Use their initiative to pursue any manner that needs to be amended to by the CAA in the interest of air safety, morale and efficiency of the system.

    • Ensure that the confidentiality of manners dealing with the reputation of individuals is always maintained.

    • Maintain a constant dialogue with operators and officials industry on professional manners in order to keep up to in the aviation date with latest developments.



    OPERATIONS ENGINEER

    Operations Engineer is responsible to the Chief Flight Standards for:

    • Approving technical circulars concerning flight performance of Aircraft and Standard Operating Procedures.

    • Checking Flight Planning based on loading, fuel consumption and engine.

    • Checking mass and centre of gravity computations of aircraft including fuel load distribution.

    • Inspection and Review of Flight Crew Manuals and Standard Operating Procedures of Operators.

    • Maintaining/updating of Aircraft Manuals.

    • Review minimum equipment list and its amendments.

    • Assess aircraft take off gross weight and its limitations according to Airfield conditions.

    • Assessment of routes to various destinations based on Aircraft performance and terrain limitations.

    • Approving and monitoring mass and balance training of operators personnel.

    • Assessing the capabilities of aircraft to comply with performance/limitations.

    • Any other duty assigned.
