PROFICIENCY OF PILOT AND FLIGHT ENGINEER
REGULATORY REQUIREMENT
Operators are required to conduct proficiency and competency checks to
ensure that all flight crew are competently performing their duties and
responsibilities. Civil Aviation Rules provides that such checks shall be
performed twice within the period of one year for pilots, once per year for
flight engineers. Inspectors shall ensure that proficiency checks of the
operator's flight crew personnel are carried out in accordance with the
standards and frequency prescribed in the regulations.
OBJECTIVE

The objectives of a proficiency or competency check inspection are:

Evaluate individual Flight crew performing their duties and
responsibilities.

Assess the effectiveness of the operator's training program.

Evaluate individual DCP/DCFE performing their duties and responsibilities.

Evaluate the effectiveness of the operator's standardization, and quality'
control program.

Identify previously approved or accepted operational procedures, manuals, or
checklists, which are deficient.
PROCEDURE
A proficiency or competency check inspection is either accomplished by the
inspector conducting a check or by the inspector observing a company DCP/DCFE
conducting a check.
INSPECTION AREAS
The five areas are as follows

Competency of flight crew being checked.

Content of check.

Competency of DCP/DCFE as an evaluator.

Manuals, procedures, and checklists.

Flight simulators and training equipment.
