    NON SCHEDULE/SCHEDULE OPERATIONS

    In pursuant to the Convention on International Civil Aviation, signed at Chicago on 7th December 1944 (Chicago Conventions), Pakistan Civil Aviation Authority (PCAA) issues the following types of flight permissions to foreign registered aircraft subject to the conditions specified hereunder:

    • Over flight permission/landing permission
    • Helicopter flight/aerial photography/aerial spray/low flying by fixed wing aircraft
    • Operations to joint users/disused airfield
    • Vvip or vip flight permission

    OVER FLIGHT / TECHNICAL LANDING PERMISSIONS

    The permission for non-schedule flights will be only given to the Handling Agents for non-schedule permission registered with PCAA as per the following conditions:-

    1. Local offices of the Handling Agents in Pakistan must be available.
    2. Handling staff must have aviation background.
    3. Registration fee Rs.50,000 to be deposited in CAA’s collection account 0048-79000740-03, Habib Bank Ltd., HQS Pakistan Civil Aviation Authority, PIA Airport Branch, Karachi, Swift No.HABBPKKA048
    4. Renewal fee of the registration certificate Rs.10,000/- annually.
    5. Security Deposit with CAA worth Rs.500,000/- (refundable on closure of business).
    6. A minimum level of advance deposit for aeronautical charges with CAA will be based on two months projected flight operations. Mode of payment shall be maintained through fortnightly billing. Any outstanding dues shall be adjusted against advance deposit which will have to be replenished immediately to maintain the minimum level.
    7. Handling agents National Tax Number (NTN).
    8. Registered Handling Agents would be fully responsible for the authenticity of the flight details submitted for clearance.
    9. Handling agents would be held liable for concealment and submission of incorrect information for which one of the following punitive actions may be taken:-
      1. Imposing of financial penalty upto Rs.100,000/- per occurrence,
      2. Forfeiture of security deposit; and/or
      3. Cancellation of registration and black listing
    10. Application be submitted on the letter head of the Handling Agents which must include name of the Handling Agent, complete mailing address, telephone and fax numbers, e-mail address etc.
    11. Names, designation, specimen signatures and attested copies of Computerized National Identity Cards (CNICS) of the Handling Agents and all the individuals authorized to deal with CAA be furnished alongwith the application.
    12. The organogram of the Handling Agent shall be submitted alongwith the application.

    CONDITIONS FOR PASSENGER/BUSINESS CHARTER FLIGHTS

    1. Details of passengers on board, their passport no., nationality, address & contact numbers in Pakistan.
    2. Purpose of travel.
    3. Aircraft configuration.
    4. Copy of AOC with validity.
    5. Confirmation of comprehensive insurance coverage (hull, pax, crew & third party) as per ICAO Montréal convention 1999.
    6. Tentative stay of each passenger in Pakistan & proposed date of departure.
    7. Details of any cargo on board.
    8. For business charter flights confirmation letter of invitation from the inviting organization, company or a person.

    CONDITIONS FOR CARGO CHARTER FLIGHTS

    1. Specific details of cargo on board.
    2. Aircraft configuration.
    3. Copy of AOC with validity.
    4. Confirmation of comprehensive insurance coverage (hull, passengers, crew & third party) as per ICAO Montréal Convention 1999

    HELICOPTER FLIGHT/AERIAL PHOTOGRAPHY / AERIAL SPRAY / LOW FLYING BY FIXED WING AIRCRAFT
    Permission for helicopter flight/ Aerial photography / Aerial spray flights or low flying by fixed wing aircraft operating at an altitude below 10000 ft shall be issued in coordination with concerned security agencies for which at least 15 days notice is required.

    OPERATIONS TO JOINT USERS/DISUSED AIRFIELD
    Operator is to request for permission for demonstration flight by foreign registered civil aircraft at least 10 days in advance. Permission will be issued in coordination with concerned security agencies

    VVIP OR VIP FLIGHT PERMISSION

    • Permission for VVIP or VIP flights shall be processed through Ministry of Foreign Affairs (MOFA), Islamabad Pakistan for prior approval of the Federal Government through diplomatic channels.
    • Permission will be issued on receipt of the request from MOFA by Air Transport Directorate, CAA.

    MILITARY FLIGHT CLEARANCES
    Clearance for all military flights operated by military aircraft and to military airfields are given by Air Headquarters, their address is:-
