DIRECTOR FLIGHT STANDARDS
General Aviation covers all areas of aviation not related
to commercial operations. Civil Aviation Rules define it as Private
operations.
GENERAL AVIATION OPERATORS
There are over 19 General Aviation Operators. These
operators are approved for following operations:-

Charter

Aerial Advertising
-
Aerial Photography
-
Aerial Spotting
-
Aerial Survey
-
Agriculture Operations
-
Ambulance Functions
-
Aerial Dropping
-
Aerial Baiting

Government / Department
These operators fly variety of single and
Multi-Engine aircraft. Operations of each organization are supervised by
CAA approved Chief Pilot.
FLYING SCHOOLS
At present there are a total of eight approved flying
schools in Pakistan. They are equipped with C-150 and C-172 for basic
flying training whereas Multi-Engine conversion can be done on variety
of aircraft. The schools conduct training for issue of Flight Radio
Telephony many operators licence (FROL), Private Pilot Licence (PPL),
Glider Pilot Licence (GPL), Commercial Pilot Licence (CPL), Instrument
Rating and Agriculture Rating. One of the Schools has been approved to
conduct Flying Instructors Training Courses. CAA approved Chief Flying
Instructors supervise all activities of Flying Schools.
MONITORING OF FLYING ACTIVITIES
Civil Aviation Authority monitors all the flying activities in
accordance with ICAO Annex 6 Part I, II and III. This monitoring is done
through annual AOC Inspection, biannual Continued Surveillance, Ramp
Inspections and Spot Checks.
All the Chief Flying Instructors of flying school and Chief Pilots of
other organizations undergo standardization flight check by CAA. These
approved persons, in turn, conduct flight checks of respective pilots of
the company. However, CAA also conducts random flight checks of other
pilots.
CHIEF FLYING INSTRUCTORS / CHIEF PILOTS
A person cannot be appointed as Chief Flying Instructor / Chief Pilot
unless he has been approved in writing by CAA. Minimum qualifications of
Chief Pilot are

Operator with Single Engine Aircraft: A minimum 1000 hours total
experience and minimum of six months in Commercial operations.

Operator with Multi Engine Aircraft: A minimum of 1500 hours total
experience and at least two years in Commercial operations.
The approval is given for a maximum of one year and approval is not
granted if he / she have

Been blamed for flying incident / accident in past two years.
-
Been penalized for any violation of CAR’s, ANO’s or any regulatory
instructions in past two years.
-
Not maintained satisfactory record in the conduct of operations
management.
