GENERAL LICENSING PROCEDURES
General Licensing Procedures are defined in CAA Air Navigation Order ANO
90.0001.
This ANO
90.0001 relates to the rules concerning Personnel Licensing policy
and Licensing Procedures for licensing issued under Parts V, VII and XIX of
CARs’94 and ICAO Annex 1.
All Flight Crew, Flight Operations Officers, Aircraft Maintenance
Engineer’s, Air Traffic Controllers wishing to be licensed or Certificated
or who are already licensed or Certificated shall comply with the
instructions contained in this ANO
90.0001.
All persons wishing to be Certificated or who are already certificated from
abroad for recreational activities on Ultra light Vehicles, Sport Aircraft,
Hang Gliders, Experimental Aircraft and Powered Parachutes shall comply with
the instructions contained in this ANO
90.0001.
All persons holding Competency Certificate - Cabin or intend to hold
Competency Certificate (Cabin Attendant) shall comply with the instructions
contained in this ANO
90.0001.
CAA TECHNICAL EXAMINATIONS
The rules governing the CAA Technical Examinations of Aircraft Pilots,
Flight Engineers, Aircraft Maintenance Engineers, Air Traffic Controllers,
Glider Pilots, Balloon pilots, Pilots of Uncertified Flying Machines, Cabin
Attendants, Flight Radio Telephony Operator License, Flight Operations
Officers License, Ratings, Type Endorsements, Validation Certificates, and
Conduct of Examinations etc are described in the Air Navigation Order ANO
90.0002.
BASIC FLYING TRAINING
General Regulations of the Flying Training and Ground Training conducted
for the issuance of Personnel Licenses, Certificates, Ratings or
Categories are described in the ANO 90.0003 and all people desiring to
pilot an aircraft shall comply with the instructions contained in it.
This ANO 90.0003 relates to
- The management and approval of Flying Training Organizations (FTOs) and
Ground Training Organizations (GTO) conducting training for the issuance
of Personnel Licenses, Certificates, Ratings and Categories.
- Integrated and Modular courses conducted, for the issuance of Pilot
Licenses and Instrument Rating, by the FTOs.
- The training and endorsements of Flight Instructor (FI) Rating on
Commercial Pilot and Airline Transport Pilot Licenses.
- The training and endorsement of Type Rating Instructor (TRI) and
Synthetic Flight Instructor (SFI) Ratings on the Airline Transport Pilot
Licenses.
- The training and endorsements of Flight Engineer Instructor (FEI) and
Flight Engineer Synthetic Instructor (FESI) on the Flight Engineer
Licenses.
- The Designated Check Pilots (DCPs) and Designated Examiners (DEs) for
aircraft below 5700 KG.
LICENSES AND RATINGS – AIRCREW
Licenses and Ratings-Aircrew are described in Air
Navigation Order ANO
90.0004. All persons desiring to pilot an aircraft registered in
Pakistan shall comply with the instructions contained in it.
The ANO
90.0004 relates to

The administrative requirements for a License or a Certificate.

Issue and maintenance of aircrew Licenses, Certificates and Instrument
Rating;

Skill requirements for pilot Licenses, Certificates and Instrument Rating.

The endorsement of Type Rating on aircrew license.

The conduct of skill/flight test/check.

The crediting and logging of flying time in the pilots’ logbook.
VALIDATION CERTIFICATES
Rules for the issue and renewal of Validation Certificate
to holder of foreign license/Certificate holder is described in ANO 90.0005.
The relates ANO 90.0005 to
-
A foreign license holder who intends to work for a Pakistani operator on a
foreign registered aircraft on lease with the Operator.

A foreign License holder who wishes to operate a Pakistan registered
aircraft.
