    REGISTRATION AS HANDLING AGENT FOR CARRYING DANGEROUS GOODS BY AIR

    Requirements

    • The applicant company will submit a formal request on their Company letterhead along with all requisite documents including Registration Fee as per AT Fee Schedule to Director Air Transport, CAA for consideration and evaluation.
    • Application once received will be processed by Air Transport Directorate, CAA for acceptance / rejection. Once the application is accepted, the fee voucher submitted by the applicant shall be sent to Finance Directorate for verification.
    • On receipt of the verification approval of the Director Air Transport (DAT) shall be sought.
    • On approval of the DAT, the applicant shall be asked to provide the paid voucher of the prescribed Cash Security Deposit (Refundable on closure of business). After verification by the Finance Directorate, the renewable Registration Certificate valid for 02 years shall be issued.

    Conditions of the Registration

    • The agent must have its local registered office in Pakistan shall remain available.
    • Handling staff must be accredited with the required training in the field of Dangerous Goods Regulations from recognized and approved training centres.
    • Registration issue / renewal fee Rs. 5000-/- to be deposited in CAA collection prescribed therein.
    • Agent shall provide Cash Security Deposit with CAA as prescribed.
    • Agent’s Declaration that the dangerous goods to shipped should be forbidden for Transport by Air as per updated provisions of Annex – 18 of International Civil Aviation Organization, Technical Instructions for the Safe Transport of Dangerous Goods by Air and ICAO Document 9284-AN.905.
    • The Agent /Company must have its National Tax Number and shall submit the same alongwith the application.

    Requirements for NOC Request

    • Agent must submit his request for grant of No Objection Certificate for carriage of dangerous goods on prescribed application Form CAAF-019-ATNR-1.0 properly filled, signed and stamped by the authorized person along with following:
      • Photocopies of Airway Bill.
      • Shipper’s/Consignor declaration as per conditions of the certificate.
      • Declaration of the Agent that the goods to be shipped are not forbidden for transport by Air.
      • Request must be submitted at least 48 hours or two working days before the shipment.
      • For obtaining NOC for carriage of Radioactive material by Air; NOC from Pakistan Nuclear Regulatory Authority (PNRA)

    Renewal of Registration Certificate

    • An agent shall apply on their Company letterhead to the DAT for renewal of their Registration Certificate along with Fee Rs. 5000/- or as prescribed in the AT Fee Schedule at least 30 days before expiry of the Certificate.
    • In case of late submission an agent shall surcharge amounting to Rs. 1000/- per month or part thereof.
    • No request for renewal shall be entertained after the expiry of the Certificate and the holder shall have no right to continue the privileges under the certificate unless he justifies such delay to the satisfaction of the Director Air Transport. In such case the agent shall pay Rs. 10,000/- per month or part thereof.

    Responsibility of the Handling Agent

    • Handling Agent would be full responsible for the authenticity of the details submitted for NOC and would be liable for penalties under Civil Aviation Rules, 1994, relevant ANOs and Enforcement Manual.
    • Handling Agent shall be held liable for concealment and submission of incorrect information for which punitive action may be taken as per regulations enforced.
