  •    HANDLING AGENTS (Non Scheduled Flight) PERMISSION

    Director General Pakistan Civil Aviation Authority in pursuance of Civil Aviation Ordinance 1960; Civil Aviation Ordinance 1982 and Civil Aviation Rules 1994 register interested individuals, Firms and Companies as an Authorized Handling Agents for Non Scheduled Flight Permissions with CAA Pakistan subject to meeting the following conditions:

    • The Handling-Agents must be duly authorized by the Principal Operator seeking permission for non-scheduled flights, which shall be supported by legal authorization document.
    • Local registered office of the Handling-Agent in Pakistan must be available.
    • Handling-Agent and its staff must have current aviation background.
    • Renewal fee for the Registration Certificate shall be Rs.10, 000/- annually.
    • Cash Security deposit with CAA shall be Rs.500,000/- to be paid before issuance of the Certificate (refundable on closure of business).
    • A minimum level of advance deposit to be arranged by the Handling-Agent for aeronautical charges with CAA will be based on two months projected Non-scheduled flight operations. Mode of payment shall be maintained through fortnightly billing. Any outstanding dues shall be adjusted against advance deposit which will have to be replenished immediately to maintain the minimum level.
    • Registered Handling-Agent shall be fully responsible for the authenticity of the Non-Scheduled Flight details submitted for clearance/permission.
    • Handling-Agent shall be held liable for concealment and submission of incorrect information for which one of the following punitive action may be taken:
    • Imposing of financial penalty upto Rs.100,000/- per occurrence;
    • Forfeiture of Security Deposit; and/or
    • Cancellation of Registration and black listing.

    CONDITIONS FOR FLIGHTS

    • Over flying permission shall remain valid for 72 hours plus/minus for the permitted date and timing.
    • Aircraft to follow the prescribed Air Traffic Services (ATS) routes during overflight or within Pakistan airspace.
    • For overflight, aeronautical charges shall be paid in advance and for technical landing, charges to be paid in advance or on the spot to be made.
    • No war like materials are to be carried on board.
    • Over flights / technical landing permissions shall be mentioned in the ATC Flight Plan in item No. 18.
    • Aircraft may be asked for landing/checking by CAA for Safety Oversight in accordance with ICAO prescribed standards and Civil Aviation Rules and Air Navigations Orders.
    • VVIP/VIP flights shall be handled by CAA Pakistan ATS in accordance with the procedures contained in the AIP Pakistan with due care.
    • Flights delayed beyond the clearance period shall be required fresh clearance. Cancellation of flights to be notified to CAA Pakistan.
