The goal of procedure designing is to develop a series of pre-determined maneuvers to be carried out during departure and approach to land by reference to flight instruments which will provide best possible trajectory with specified protection from obstacles.

A number of factors like airspace constraints, users need and ATS requirements are also required to be catered. To ensure that the procedure designed is safe, simple and economical in terms of both airspace and time, matter requires high level of skill and expertise of the procedure designer. The job has become more complex with introduction of concept of GNSS procedures based on VOR/DME, DME/DME and RNAV and RNP procedures using performance based navigation.
INSTRUMENT PROCEDURE DESIGN CELL
CAA Pakistan, being a signatory to Convention on International Civil Aviation has obligation to ensure safety in all aviation fields, so is responsible for the safety of all instrument procedures in Pakistan airspace. Safety is required to be accomplished by application of technical criteria contained in PANS-OPS (Doc8168). Measures are required to be taken to ensure quality and safety of the procedure design process product through regulation, complete documentation, ground validation, flight validation and air traffic monitoring. A periodic review has also been considered mandatory by ICAO.
CAA Pakistan has established a Procedure Design Cell in Operations Directorate not only to fulfil its own Procedure Design requirements but also to extend services to private airport operators. The schedule of charges for the development of instrument flight procedures is appended below;
