Lt. Gen (Retd) Asif Yasin Malik
Secretary Defence / Chairman CAA Board
Lt. Gen. (Retd) Asif Yasin Malik assumed the charge as Secretary Defence/Chairman CAA Board on 30th July, 2012. He joined the Pakistan Army in 1973 as an Infantry officer. He has undergone one year training in Germany and served in Saudi Arabia for two years. The general has been on all the relevant and important assignments before being appointed as the Chief of Staff of a Strike Corps. He has commanded two Anti Tank Battalions, an infantry brigade and a Strike Infantry Division. He has also been the Director General Joint Intelligence and info Operations in the joint Staff Headquarters and a Director General in Inter Services Intelligence. His last assignment was the command of 11 Corps, which is presently spearheading the campaign against terrorism in the north western regions of Pakistan. He has completed his tenure and retired from active service in December, 2011. The General is a graduate of Pakistan Army Command Staff College, has done his Masters from National Defence University Islamabad and also has a Masters degree in Strategic Resource Management from National Defence University, Washington, DC. The officer has a diploma in German language. In recognition of his excellent professional services, he has been conferred with the high award of Hilal-i-Imtiaz (Military).

Air Marshal Farhat Hussain Khan
Vice Chief of the Air Staff / Member CAA Board
Air Marshal Farhat Hussain Khan assumed the charge as Vice Chief of the Air Staff on 11 June, 2012. After doing his BSc from Govt Degree College Faisalabad, he joined Pakistan Air Force and graduated from PAF Academy, Risalpur in March, 1977. He is a graduate of National Defence University, Islamabad. He has flown various types of fighter aircraft on PAF Inventory. He is a qualified Combat Commander on Fighters. He has commanded an elite Fighter Squadron, a Fighter Flying Wing and a PAF Base. In staff jobs, the Air Marshal has served as Chief Project Director JF-17 Programme. He has also served as Chairman Pakistan Aeronautical Complex Board, Kamra. In recognition of his meritorious and exceptionally dedicated services, he was conferred with the awards of Hilal-i-Imtiaz (Military), Sitara-i-Imtiaz (Military) and Sitara-i-Basalat.

Maj. Gen. Raja Muhammad Arif Nazir, HI (M)
Additional Secretary Ministry of Defence/Member CAA Board
Maj. Gen. Raja Muhammad Arif Nazir assumed the charge as Additional Secretary-I, Ministry of Defence/Member CAA Board on 8th July, 2011. He was commissioned in Baloch Regiment in October 1975 and joined Army Aviation in February, 1980. He is a graduate of Command & Staff College Quetta and has attended Armed Forces War Course at National Defence University Islamabad. He is also an alumnus of Asia Pacific Centre for Security Studies Hawaii and USAF Special Operations School, Florida, USA. The General Officer is qualified pilot on MFI-17, OH-58, Bell Jet Ranger, AB-205, Bell-412. He attained Cobra Gunship qualification from Fort Rucker Alabama USA and served in Aviation Combat Group for three years. He has also participated in UN Mission Somalia in 1994-95 as combat pilot and operations officer. He has held various instructional and staff appointments including instructor at Army Aviation School, General Staff Officer in Military Operations Directorate, Colonel General Staff of a strike Corps, Director Investigation and Monitoring NAB Sindh, Director Operations and Intelligence at Joint Staff Headquarters and Chief of Staff at Army Aviation Command. He commanded Aviation Squadron of Cabinet Division and Qasim Army Avn Base Rawalpindi. He led Army Aviation as General Officer Commanding through the most trying times of Internal Security Operations in FATA and Flood Relief Operation of 2010. He has been conferred with Sitara-e-Imtiaz and Hilal-e-Imtiaz (Military) for his distinguished Military service.

Mr. Shabbir Ahmad
Additional Secretary Military Finance/Member CAA Board
Mr. Shabbir Ahmad assumed the charge as Additional Secretary Military Finance (ASMF)/ Member CAA Board on 26th March 2012. He joined the Civil Services of Pakistan in 1982 and has served in different positions in Audit Department of Pakistan, Ministry of Petroleum and Natural Resources and Ministry of Finance. He has served as Joint Secretary (Corporate Finance Wing) and Joint Secretary (Budget) in Ministry of Finance and also remained focal person to establish necessary infrastructure for Public Private Partnership (PPP) in Pakistan. While serving at the Ministry of Petroleum, he was a member of the Core Team that formulated and analyzed various gas import options for Pakistan. He was also a member of the Government Working Group that negotiated terms and conditions for gas import pipeline projects with Iran, Afghanistan and Turkmenistan. He has also served as Executive Vice-President at the Industrial Development Bank of Pakistan (IDBP) and helped formulate bankwide policies for the development of new businesses, products and instruments to be launched in underdeveloped areas nationwide in collaboration with national poverty reduction strategies. While working in Investment Wing of Ministry of Finance, he remained active member in initiating restructuring programs for financial sector of Pakistan. He, as a representative of the Government of Pakistan, had very frequent interaction with the World Bank (WB) and the Asian development Bank (ADB) for the development of their Capital and Financial market programs in Pakistan. Mr. Shabbir holds a Master Degree in English Literature from the University of Punjab and post graduate Diploma in Managerial Control and Management Information System.

Air Marshal (Retd) Khalid Choudhry
Director General CAA / Member CAA Board
Air Marshal (Retd) Khalid Choudhry has assumed the charge as Director General Pakistan Civil Aviation Authority w.e.f. 5th November, 2012. He earned his Wings from PAF Academy, Risalpur in April, 1974. His aviation career includes more than 3500 flying hours, primarily on fighter assignments on the F-86, F-6, F-7 & F-16 aircraft. He commanded an F-16 Squadron a fighter Flying Wing, Combat Commander’s School, PAF Base Mushaf and the Central Air Command of PAF. His staff and other assignments include tenure as Deputy Director (Ops) at Air Headquarters, Project Director F-16 Programme, Inspector General Air Force, Deputy Chief of the Air Staff (E&L), Deputy Chief of the Air Staff (Support) and Deputy Chief of the Air Staff (Operations). Air Marshal (R) also served as Chairman, Pakistan Aeronautical Complex Board Kamra. Air Marshal (Retd) Khalid Choudhry is an alumni of Air War College and the Royal College of Defence Studies, UK. For his meritorious services the Government of Pakistan conferred on the Air Marshal the Hilal in Order of Imtiaz (Military), and Tamgha-e-Basalat.

Mr. Zahid Hussain

Mr. Zahid Hussain has been appointed as Member, CAA Board by the Federal Government vide Notification dated 11th March, 2011. He is the Chief Executive of M/s. Borjan (Pvt) Ltd. He has a degree in B.Sc. in Chemical Engineering from Michigan Technological University, USA. He is also President of Haral Bunyad, a Non-Profit Organization (NPO), working towards improving the human development index (HDI) of community in Lahore. He is a former Board member of Lahore Expo Centre & Chairman of Pakistan Footwear Manufacturers Association (PFMA).

Mr. Iqbal Ahmed Qarshi
Chief Executive/Chairman, Qarshi Industries (Pvt) Ltd/ Member CAA Board
Mr Iqbal Ahmad Qarshi has been appointed as Member CAA Board by the Federal Govt vide Notification dated 11th March, 2011. He studied to complete his B.Sc (Hons) and Masters Degrees in Chemical Engineering from University of the Punjab, and was instinctively drawn to his family’s passion for Tibb, envisioning to modernize a field, that traditionally had been confined to the genre of a mere anachronism. For the last 21 years, he has been Chief Executive of Qarshi Industries (Pvt) Ltd, which enjoys the distinction of being the largest herbal medicines & natural food products manufacturer in Pakistan. Being passionate about Research & Development, Iqbal Qarshi personally directs Company’s R&D program as the Chief Executive. Under his dynamic leadership, Qarshi Industries earned seven international certifications, which is a testimony to its quality and systems, besides being a tribute to the hands that worked to create it. Mr. Iqbal Qarshi is equally active in various other fields of social, educational and humanitarian significance. He is President of WWF Pakistan and also the Chairman of Qarshi Foundation, a welfare trust rendering services in the fields of health & education, President Pakistan Tibbi Pharmaceutical Manufacturers Association (PTPMA) and Pakistan Tibbi Council (PTC). Mr. Qarshi has a natural proclivity and passion for nature, which clearly manifests itself in his work as conservator of plant and animal life in Pakistan. His personality has many dimensions including his love for paying personalized attention to the growth and development of the younger generation of professionals. Mr. Siraj Kassam Teli has been appointed as Member CAA Board by the Federal Government w.e.f. 18th July 2009. He is a leading industrialist with distinctive qualities of leadership. He belongs to a renowned business family and presently serving as Director of Pakistan Beverage Ltd. (Pepsi-Cola) Karachi, Hyderabad and Quetta, Gul Ahmed Energy Limited, Latif Cotton Mills Limited, Pakola Products (Pvt) Limited and Gul Ahmed Textile Mills Limited. He is former President Karachi Chamber of Commerce & Industry, Chairman, Pakistan Beverage Manufacturers Association, Patron-in-Chief and Chairman, SITE Association of Industry and served as a representative of the business community on the boards of SITE Limited, Land Utilization, Port Qasim Authority, Sindh Workers Welfare Board, Workers Welfare Fund, KESC, etc. As Chairman Businessmen Group (BMG), he has rendered extraordinary services in leading the business and industrial community with revolutionary and progressive changes in trade affairs and functioning of the Karachi Chamber of Commerce and Industry, SITE Association and other trade bodies. Mr Shaukat Ali Rana has been appointed by Federal Government as Member CAA Board w.e.f. 31st May, 2010. He is an Attorney at Law. He has received training at Harvard University, Massachusetts, USA, in Public Enterprises – Policy and Management in Developing Countries, and also in Project Management from USDA Graduate School, Washington DC, USA. As a civil servant, he has more than 36 years varied experience in administration of justice, maintenance of Law and Order, Land Revenue Administration and eradication of Corruption; performing the assignments of Deputy Commissioner in various Districts; ad-Commissioner, Director General Anti-Corruption Punjab and retired as Secretary / Member Inquiries SGA&I Deptt, Govt of Punjab. He has also served as Member on the Board of Directors of Sui Northern Gas Pipelines Limited 2004 to 2005 and Member PIA Board of Directors since 2008 to June 2010.
