Lt. Gen. (Retd) Syed Athar Ali
Secretary Defence / Chairman CAA Board
Lt. Gen. (Retd) Syed Athar Ali was commissioned in the Punjab Regiment, Pakistan Army in September, 1971. A veteran of 1971 War, he saw action in the former East Pakistan. He is a graduate of Command & Staff College, Quetta and has done Masters from National Defence University, Islamabad. He attended Combat Team Commanders Course in UK in 1982 while he also holds a Masters degree in International Relations from Columbia University, USA. He has held various command, staff and instructional appointments. He commanded two Infantry Battalions, an Infantry Brigade, an Infantry Strike Division and a Corps in multi dimensional role. Besides, he has remained on the faculty of School of Infantry and Tactics – Quetta, Pakistan Military Academy – Kakul and Command & Staff College – Quetta, while on the staff appointments; he remained Director Military Operations, Vice Chief of General Staff at General Headquarters and Director General Joint Staff at Joint Staff Headquarters. He retired from Pak Army service on 8th October, 2008. He has the unique honour of representing Pakistan on UN Peace-Keeping Mission in Sierra Leone in the dual capacity of Deputy Force Commander and Chief Military Observer for more than two years. In 2003, in recognition of his excellent professional services, he has been conferred with the high award of Hilal-i-Imtiaz (Military). He has been appointed as Secretary Defence, MoD, Government of Pakistan w.e.f. 11th November, 2008. In his capacity as Secretary Defence, he is Chairman of Civil Aviation Authority, Pakistan International Airlines Investment Ltd, Defence Housing Authorities Karachi, Lahore & Islamabad and Fauji Foundation and also Member on the Board of Directors of Pakistan International Airlines Corporation, National Logistics Board, National University of Science & Technology, National Institute of Modern Languages and Overseas Pakistanis Foundation.

Air Marshal Hifazat Ullah Khan, HI(M), SI(M),TI(M)
Vice Chief of Air Staff / Member CAA Board
Air Marshal Hifazat Ullah Khan has assumed the charge as Vice Chief of the Air Staff/Member CAA Board on 26 Mar 09. After doing his F Sc from PAF Public School, Sargodha, he joined Pakistan Air Force. He graduated from PAF Academy, Risalpur in October, 1974 and went on to do Fighter Conversion and Operational Conversion Courses. He is also a graduate of Air War College, PAF Faisal and French Inter Services Staff College, Paris. He initially flew the American F-86 (Sabre) and later all types of Chinese and French fighter aircraft on PAF inventory. He is an accomplished fighter pilot with rich experience on Mirages. He is a qualified Flying Instructor and also a Combat Commander on Fighters. He commanded an elite Fighter Squadron, a Fighter Flying Wing and a Fighter PAF Base. He also commanded the Northern Air Command. In staff jobs, the Air Marshal had served as Director Flight Safety, Director GD Group in Personnel Branch, Deputy Chief Project Director, JF-17 Thunder Project and Deputy Chief of the Air Staff (Personnel). He had also served as Naval and Air Attaché in the Kingdom of Saudi Arabia and Director General, National Accountability Bureau (NWFP). In recognition of his meritorious and exceptionally dedicated services, he was conferred with the awards of Hilal-i-Imtiaz (Military), Sitara-i-Imtiaz (Military) and Tamgha-i-Imtiaz (Military).

Mr. Ashraf M. Hayat
Secretary Planning & Development Division/Member CAA Board
Mr Ashraf M. Hayat assumed the charge as Secretary Planning & Development Division, Government of Pakistan / Member CAA Board on 19 Jan 09. He belongs to 1973 Batch (1st Common) Training Programme of Pakistan Audit and Accounts Service (PAAS). He is Master of Science in Management from Arthur D. Little Management Education Institute, Cambridge MA. He has served in a number of positions in Economic Ministries such as Minister Commercial/Commercial Counsellor, Embassy of Pakistan, Tokyo, Japan, Joint Secretary Economic Affairs Division, Minister Trade, Embassy of Pakistan, Washington DC, Additional Secretary Commerce and Secretary Ministry of Investment.

Maj. Gen. Mir Haider Ali Khan HI(M) (Retd)
Additional Secretary Ministry of Defence/Member CAA Board
Maj. Gen. Mir Haider Ali Khan HI(M) (Retd) joined as Member CAA Board on 18 Nov 2006. He has held various important command, staff and instructional appointments, including tenures at the Pakistan Military Academy, Kakul, Officers Training School, Mangla and Command of two strike Divisions. He is a graduate of the Command and Staff College Quetta, National Defence University, Islamabad and Turkish Army War College, Istanbul. He was Defence Attaché of Pakistan at Ankara, Turkey with accreditation to countries in Eastern Europe and Central Asia. Before joining Ministry of Defence as Additional Secretary-I, he was actively involved in modernisation and expansion of the Army Aviation’s combat, service support, maintenance and training systems as Deputy Chief of General Staff at the General Headquarters.

Mr. Sarshar Ahmad Khan
Additional Secretary Military Finance/Member CAA Board
Mr. Sarshar Ahmed Khan has assumed the charge as Additional Secretary Military Finance/ Member CAA Board on 14 Mar 09. He holds degrees of MBA, MA (Political Science) and LLB. After passing CSS and getting training at Civil Services Academy, he was allocated to Pakistan Audit & Accounts Services in 1977, where he got professional training for one year and started his career as Assistant Accountant General. He served in the Embassy of Pakistan as Counsellor (Finance and Accounts) for more than 4 ½ years. He held various positions in the Corporate Sector as well as Controller Military Accounts (Defence Purchases) and Controller Local Audit (Defence Services). He also worked as Chief Accounts Officer, Ministry of Foreign Affairs where he travelled abroad extensively. As DG (Audit) Federal Government, he had to interact with the entire Federal Government and its allied Organisations/Authorities. Before joining as Additional Secretary Military Finance, he was working as Additional Secretary Ministry of Social Welfare and Special Education.

Air Cdre (Retd) M. Junaid Ameen
Director General CAA / Member CAA Board
Air Cdre (Retd) M. Junaid Ameen assumed the charge as Director General, CAA on 26 Sep 08. He started his career in Pakistan Air Force in 1974 and commissioned in GD (P) Branch in June 1976. He is M. Sc. (Defence Studies) from Karachi University and M. Sc (Defence & Strategic Studies) from Islamabad University. He had a distinguished career in PAF as a Fighter Pilot. He also served as a Flying Instructor at PAF Academy Risalpur and Instructor at Air War College. He has commanded a Fighter Squadron, a Fighter Wing and an Operational Base. During in his career in PAF, he was deputed by the Govt of Pakistan to Sri Lanka as Defence Attaché. He also served as PSO to the Chief of the Air Staff, PAF. In 2006 he joined CAA as President Safety Investigation Board (SIB). He was subsequently appointed as CEO Airport Services and also held the additional charge of Chief Human Resource. In recognition of his meritorious services, he was conferred Sitara-i-Imtiaz (Military) and Sitara-i-Basalat.

Capt. Mohammad Aijaz Haroon
Managing Director PIAC/ Member CAA Board
Capt. Mohammad Aijaz Haroon assumed charge as the Managing Director of Pakistan International Airlines on 07 May 08. He is an airline veteran with over thirty years of aviation experience. He completed his ‘O’ Levels from Karachi Grammar School in the year 1972 and was awarded the Brentons Medal for Mathematics. His passion for flying made him quit his Mechanical Engineering Degree from the Tri State College in Angola, Indiana. In 1975, he obtained FAA Commercial Pilots Licence and joined PIA in February 1977 as a Cadet Pilot on Fokker F-27 aircraft. He has served the national airline as Chief Pilot F-27 and has aggregated over 16,000 flying hours on different aircraft and, is currently flying in command of the latest Boeing 777 aircraft. Capt. Aijaz holds ICAO Airline Transport Pilots Licence with Simulator / Flight Instructor Rating on all the aircraft in PIA fleet. Presently, he also possesses a Simulator Instructor and a DCP “A” Check Captain endorsement for Boeing 777 airplanes. During his career with the national carrier, he has held senior management positions of General Manager Central Control, General Manager Airport Services and Director Airport Services.

Mian Mohammad Mansha, Chairman MCB Bank was appointed as Member CAA Board by the Federal Govt on 16 Feb 08. Being the Chairman of Nishat Group, he continues the spirit of entrepreneurship and has led the Group successfully to make it the premier business group of the region. Nishat Group holds diverse and major business interests in Textiles, Banking, Insurance, Cement, Power, and Aviation. Under his leadership, the group has become a multidimensional corporation and has played an important role in the industrial development of the country. In recognition of his unparallel contribution, the Government of Pakistan has also conferred him with "Sitara-e-Imtiaz", one of the most prestigious civil awards of the country.

Mr. Munnawar Hamid OBE
Chairman BOC Pakistan Ltd & Silkbank Limited (Formerly Saudi Pak Commercial Bank Ltd) / Member CAA Board
Mr Munnawar Hamid OBE (Officer in the Most Excellent Order of the British Empire) was appointed as Member CAA Board by the Federal Govt on 28 Sep 2004. He is former Chairman & Chief Executive of ICI Pakistan Ltd. He also served as Advisor to the Chief Executive of ICI Plc., UK on Pakistani Affairs in general and on the ICI Group Investments and holdings in Pakistan in particular, ICI HQ, London. He is BSc (Hons) from the University of Punjab and MA (Hons) from the University of Cambridge. In addition to the Corporate Sector his association with a number of Boards, high level consultative bodies and Public Sector Organisations has also equipped him with an intimate knowledge of the workings of Government, leading Advanced Educational Institutions in the Country, and the Financial Sector of Pakistan. Presently, he is Chairman British Oxygen Company (BOC) Pakistan Ltd and Silkbank Limited (Formerly Saudi Pak Commercial Bank Ltd) and besides Member CAA Board he is also serving as Member Board of Trustees, The Aga Khan University Karachi.

Mr. Siraj Kassam Teli

Mr. Siraj Kassam Teli has been appointed as Member CAA Board by the Federal Government w.e.f. 18th July 2009. He is a leading industrialist with distinctive qualities of leadership. He belongs to a renowned business family and presently serving as Director of Pakistan Beverage Ltd. (Pepsi-Cola) Karachi, Hyderabad and Quetta, Gul Ahmed Energy Limited, Latif Cotton Mills Limited, Pakola Products (Pvt) Limited and Gul Ahmed Textile Mills Limited. He is former President Karachi Chamber of Commerce & Industry, Chairman, Pakistan Beverage Manufacturers Association, Patron-in-Chief and Chairman, SITE Association of Industry and served as a representative of the business community on the boards of SITE Limited, Land Utilization, Port Qasim Authority, Sindh Workers Welfare Board, Workers Welfare Fund, KESC, etc. As Chairman Businessmen Group (BMG), he has rendered extraordinary services in leading the business and industrial community with revolutionary and progressive changes in trade affairs and functioning of the Karachi Chamber of Commerce and Industry, SITE Association and other trade bodies. He is also widely acknowledged for his public service and social work initiatives. He made valuable contributions towards improvement of the national economy and creating better conditions for the people of Karachi. For his outstanding services, he was conferred the degree of Doctorate of Philosophy (Honoris causa) by the Faculty of Management and Social Sciences of the Institute of Business and Technology (BIZTEK).

Mr. Shaukat Ali Rana

Mr Shaukat Ali Rana has been appointed by Federal Government as Member CAA Board w.e.f. 31st May, 2010. He is an Attorney at Law. He has received training at Harvard University, Massachusetts, USA, in Public Enterprises – Policy and Management in Developing Countries, and also in Project Management from USDA Graduate School, Washington DC, USA. As a civil servant, he has more than 36 years varied experience in administration of justice, maintenance of Law and Order, Land Revenue Administration and eradication of Corruption; performing the assignments of Deputy Commissioner in various Districts; ad-Commissioner, Director General Anti-Corruption Punjab and retired as Secretary / Member Inquiries SGA&I Deptt, Govt of Punjab. He has also served as Member on the Board of Directors of Sui Northern Gas Pipelines Limited 2004 to 2005 and Member PIA Board of Directors since 2008 to June 2010.

Mr Khurshid Anwar joined CAA in 1983 and served at various senior positions and had a distinguished career over a span of 24 years. He holds B.Com. (Hons) and Masters Degree in Commerce. Prior to joining CAA he worked as Management Consultant with M/s A.F. Ferguson & Co. (now PricewaterhouseCoopers) – the leading firm of Chartered Accountants in Pakistan. Currently, he is spearheading major initiatives of upgradation of CAA’s financial management and control systems.
